My drive is showing as being full although I have almost nothing in my drive besides for pictures that are shown as 0 bytes as they should be, the biggest file I have is about 200 MB. 
I have emptied the trash on drive mail and photos tried logging in anonymously and still have no space 
how can I solve this?
I have some .raw files that amount to about 1.5 GB but nowhere nere 13 gb??

Below I have put in the entire help post I have for this type of issue, but will highlight two things from it that you can check out just in case.  Quick note that if you have just recently deleted a lot of files, it can take several hours for it to be reflected in your total storage numbers.
 
Sometimes files can become orphaned in your Google Drive if you had added files to a shared folder that was later deleted by its owner.  To check for orphaned/lost files, do a search on Google Drive for is:unorganized 
If there are files there, you can delete them to increase storage or if you wish to keep orphaned files, just click on the file and drag it back to "Your Drive" or appropriate folder.
 
Also check for Hidden App Data by going to "Settings Icon", then Settings and then Manage Apps to see if anything there taking up storage.

Perhaps take a look at this help topic, Clear Google Drive space & increase storage, perhaps something there will help out.  That help topic describes what takes up your accounts storage space in (Drive/Photos/Gmail) and also describes how to clear storage from each Google Product.
 
You can check your accounts overall current storage status by going to google.com/settings/storage  and can then also identify what specific Google Product is using the most space, (Drive/Photos/Gmail).
 
You can check your Drives Usage by checking the Drive's Quota Usage.  which will list files sorted by size, (largest to smallest).  Then delete as needed.

Once deletions in Google Drive have been completed, then be sure to check Google Drive Trash and empty it.  Note that it may take some time for recovered space to be reflected in your used storage amounts, which should be within 24 hours.
 
In Google Photos, delete unneeded photos or could change existing Original Quality photos if any to High Quality by visiting Google Photos Settings and choosing Recover Storage.  Then  also be sure to check Google Photos Trash, especially after deleting any photos.
 
If you use Gmail, you can search for emails with attachments with a search for example, has:attachment larger:2M adjusting size up/down as needed and deleting if appropriate.  Be sure to check the Spam Label and finally check your Gmail Trash.
