Hello,

I'm using the Google Drive API to transfer 60,000 + files from one user to another. After I inserted about 1,000 permissions, I got the following message: 

"Rate limit exceeded. User message: "Sorry, you have exceeded your sharing quota.""

How can I increase this quota?

It's probably a daily limit. However, I need to advise that you carefully read the following Help Center Article:
 
 
Note: Please remember that if you transfer ownership of a folder, you are only transferring that folder
 
Please pay particular attempt to the restrictions on what types of files can actually be transferred, and to whom.

I am trying to add people to my folder and it won't let me. it uses the phrase above.

Same here.  "Sorry, you have exceeded your sharing quota".  This is a newly created user, so not sharing anything previously.  I can't even add ONE person.

Have cleared cache
Used another browser
Tried Incognito and InPrivate
Tried logging in and out

No change.

This is GSuite account.  Not private.  I need this today for a project from superintendent, but obviously hard to do if it doesn't work.

G Suite accounts have their own rules and policies, and ways to manage things. Depending on the type of G Suite Account, you may also have live support.
 
In any case, you should post to the G Suite Help Community, where experts on such issues are deployed. Here is a link to that community:

I had an issue with creating a brand new email, brand new api connections and getting this stupid quota error.

For kicks and giggles I decided to create a file on the primary email and share it with with the service account. I validated the service account could see it. Then, just to see what happens, I ran a script through the service account to transfer the ownership of the same file to my primary email (even though it still owned it). No error. Hmm, okay. So I ran the script again and again no error. I did get two emails stating that the service account is transferring ownership of the file to me at my primary email.

Then, i created a single script to create a file with the service account and transfer ownership. It worked.

I think there is some sort of initialization in the background that is not taking place. This worked for me. Hope it works for you.
