Changes to Forms ownership transfer

Hi all,

In order to help prevent abuse and malicious behavior, we've removed the ability to transfer ownership of Google Forms in personal accounts. We explored numerous alternatives to removing the feature, and found this solution to be the best way to protect our users. 

G Suite for Education and Google Workspace users will continue to be able to transfer ownership of Forms files only to other users within their domains. 

Ownership transfer for Google Docs, Slides and Sheets remains unaffected. See the steps to transferring file ownership in our Help Center.
