I am using google sheets and there seems to be a random break (the green line) in my table

I have tried to use paint format to make that break just like the rest of the rows but it doesn't seem to be working. I have also tried to delete rows bordering that break but the break just moved up. Hope the image helps, the green line in the middle is the break.I have even tried restoring old version histories but that didn't seem to work. I think the problem stemmed from me hitting the "Add _______ more rows at bottom" button. It seems like the added rows go into a different section than the rows above them and the filter button (the filter icon of three horizontal lines next to task, ideal date of accomplishment, due date, etc) doesn't work for them. Its like they are in an entirely different grouping.

You're wondering about the green line between the 9/18 and the 9/11 in the due date column, correct? 
 
If so, that line is an indication that you have a Filter turned on. The green line goes all the way around the cells that are filtered, so in your case only the rows above that are filtered if you use one of the filter drop downs in the green row. 
 
You can completely remove the line by going to the Data menu and selecting "Turn off Filter."
 
If you need to keep the filters but need to filter all data, you will need to re-create the filter. You can learn more about that here: https://support.google.com/docs/answer/3540681
