If you just want to send, you can SEND through that button, top right, and put in your respondents email addresses. Or you can grab the link to your form from the SEND button and then the little image of the links, copy it and send that through your email. This will allow people to see the submitting version (not the editing version) of your form.
The problem with people needing to sign in is separate, as if the "you've already submitted". That means you have one or both settings turned on - the one to limit ot users in your domain that requires sign in (turn that off and you should be good) and/or the "Limit to 1 response" setting. Turn that off and you should be good when SENDING.
What you can't do is share the editing page with people you don't want to add as editors.
Cheers,
Katherine

Hi Victoria,
Forms can be shared by simply sharing the URL link to the Live Form - or vis the Send button in the top right. If you want others to edit the Form, then you would use the Add collaborators option.

Go to the form editing page -> click the gear -> un-click the "restrict ..." option. It should do the job. Let me know....

1 - Collaborators - they can see and edit the form, view responses and view / edit the linked spreadsheet.
2 - Users - they can complete the form and if you give permission see their own response and totals received so far. The permission would apply to all users, you cannot allow some people to view responses and stop others.
3 - You give view only access to the linked spreadsheet and send this to selected teachers etc.

I know I can generate the same graphics and summaries in the Google sheet that holds the result and then share it as read-only, but why do I have to do the work when Forms already has that graphic summary of the responses in a nice view?
Thanks

HI Miguel - Restricted access to charts and responses is not possible but you could output / copy the charts etc and pass them on to others as images.
If you would like an extra feature you can submit it via the Product improvement ideas Help > Report a problem (the question mark ? in the bottom right corner of the Form Designer).

The help communities are managed by volunteer product users (this is a peer-to-peer message board), not Google employees. We can offer assistance with troubleshooting and how-to questions, but we have no control over product improvements or general issues/complaints.
You can submit your concerns or product improvement ideas via Help > Report a problem (the question mark ? in the bottom right corner of the Form Designer).
The team reviews all feedback sent to them but is unable to respond to individual users. The more users who comment on or request a particular feature via the in-app feedback, the more likely it is that Google will make a change.

I submitted the change request as you suggested.
The problem with sharing just the static image or printout to PDF is that in many cases you have forms with the option "Other" or a free text line. If the number of answers is over 10 or so, you cannot see in a static output all the answers, or hover your mouse to see categories respondents have added to a multiple choice with "Other" as an option.
Thanks.

I already send the link to many external parties and organisations. Received many people requesting the access.
In Setting Page:
- Collect e-mail addresses => UNCHECKED
- Requires sign in: - Restrict to user in XXX and its trusted organisations => UNCHECKED
- LImit to 1 response => CHECKED
- Respondents can: - Edit after submit => UNCHECKED
- See summary charts and text response => UNCHECKED
We tried to have perople to fill in the form. Seemed ok. But seemed some other people still can't access.
So is it in the Add Collaborators setting?
Do I need to change everyone can edit? But then they can edit my response!?
Share with people settings
- Editors can change permissions and share => UNCHECKED
- Viewers and commenters can see the option to download, print and copy. => CHECKED
Get link
Anyone in the link can edit ----- Editor
Editors will be able to view and delete form responses
It is getting frustrated. Just a simple form is wanted. Many people are not able to enroll the form now...

They cannot have access to delete the form.
But it seems that there is no settings for people can edit the form, but not as Editors who can delete the responses.

Hi Eugene - This thread has many responses which explain the issue you are reporting.
The recommended answers to this question explains how to send out a link so users can complete the form but NOT edit it.
The link you send out MUST end viewform if other want users to complete a form.
This link gives further help
How to send out a link to complete the form - you need Step 2
