Right. That setting appears to have little effect. Regardless of what you choose, users can still access any tab by tweaking the link, provided that they you know the GID of that tab.
The File > Share > Publish to web dialog box has always been confusing, but it appears that after recent changes it no longer serves users well.
In my testing, I could not stop publishing a spreadsheet. Once a spreadsheet is published, the Stop publishing button appears under Published content & settings, but it is grayed out and cannot be clicked. This appears to be a bug. I will escalate this discussion to Google.

Hi Izzo,
When a spreadsheet is published, all its content becomes available in the web. The displayed portion is determined by the link you use to view the content.
Set options in the File > Share > Publish to web the way you like, copy the link that corresponds with that selection from the dialog box, and use that link.

"Published content & settings" still indicates you can select only specific sheets to be published.

It used to be possible to publish only selected sheets, and in doing so you could share separate links for each published sheet, or a link for all of the sheets that were published.
When this was possible, a user with a link to a single published sheet could see all published sheets, but not all sheets in the file.
Now, when following the same procedure ALL sheets are published when only selected sheets are selected for publishing.
If there is no documentation about changing this, then it would appear to be a bug. Otherwise the "Published content & settings" is useless and can be removed.
