Need help with a basic letterhead (don't want staff to remove elements)

I've created non-editable templates in Word, but can't figure it out in Google Docs. I want to create a simple letterhead that staff can open and just type in the body of the letter and not edit or change the board of directors that I have running down the left margin. I've tried to save as a template but when we open it, everything is still editable and moves around when we type the letter. To me, a template has elements that only the owner of the doc can edit, but other people can use (like a company letterhead with a logo for example). I've attached a mock up of what I want to create... Is there a simple way to do this that I am missing?

Welcome to the Google Docs Editors help community.
 
 To prevent edits, you could create the list and headers as an image that is the same size as the page, then add it to the Docs file as a watermark.


NOTE: in this example we will have visible watermark on the first and last pages only.
  1. Add your watermark to a new document,
  2. Add in some dummy text for page 1
  3. At the end of the first page, add a Section Break (Next Page)
  4. Add some dummy text for the second page
  5. At the end of the second page, add another Section Break (Next Page).
  6. Go to the headers of page 2 (the 2nd section) and DESELECT "Link to previous"
  7. Go the the headers of page 3 (the 3rd section) and DESELECT "Link to previous"
  8. Go back to the second section, and double click the watemark to bring up the watermark options. The options may switch back to the first page watermark, so just scroll back to the second page and click the watermark one more time.
  9. Drag the transparency of this watermark all the way to the right, so it is invisible.
 
You should notice that the watermark on the first and last pages are still visible, but the second section is invisible.
 
Now you can add more stuff in the second section, and even add more page breaks and sections, and they will still inherit the watermark "invisibility" unless the watermark transparency is changed.
