Is there a way to lock backgrounds from moving in a Google Draw document?

There isn't a method for locking the background of a Google Drawing.
However you may insert an image as a background in a Google Slide.

You might consider using Google Slides to create the sorting mat.

As for the image background. I have a hack for this. Use a background color (see above), when you are done with the design simply replace with background image. It's not perfect but for sure Google needs to add a lock in position feature.

Just a reminder the best way to share your ideas directly to Google for feature requests is by submitting feedback via a Google Drawing..
Kindly follow the below steps to send feedback:
- Open the Google Drawing
- In tool bar click help
- Select Report a prolem
- Provide as much detail as possible
- Click Send
