I have been using Google Forms for many months. My customers can complete the Google Form using their personal email address and submit it to me. Recently, customers have told me that Google is prompting them to "Sign in to continue... To fill out this form, you must be signed in." Then, the customer must enter their Google account information. My question is, "Must a person have an account with Google in order to complete a Google Form?" I have attached the popup alert for your reference. Thank you!
There are some items in Forms that will require people to have a Google account. This includes only allowing people to respond one time (they need the account to tally who has already responded), asking for email addresses (spam/phishing prevention), if you are trying to send a response email (need to know where to send it), and asking people to upload files (they get uploaded to their own Drive first.) There might be other things that cause this as well.
As for how to get around that? Remove those questions or change the limits, that's really the only way to do this (although I have seen a possible work-around for the upload issue it uses a script though). Sorry!

KarlS thank you very much. Google doesn't explain anywhere that having a file upload option on the form requires respondents to have a google account . This could have caused me issues had I sent out the form. Thank you very much!
