How do I stop Docs from applying bullets to my entire document?

When I try to create an bulleted list, the entire document get reformatted into a bulleted list. I have been using Google Docs for years and I never had this problem until recently. I have tried turning off automatic list detection with no change to the problem.

I've also tried highlighting a specific portion of text and then applying bullets but this too results in my entire document being reformatted.

Hi there,

It sounds like you might have used "soft" returns after your final bullets and paragraphs rather than "hard" returns. A soft return happens when you press Enter + Shift, rather than just the Enter key. When a soft return is used, the final bullets and paragraphs aren't really disconnected, so the formatting you apply to one will affect them all.
 
Please go back to the ends of each of your final bullets and paragraphs and use a hard return (press only the Enter key).

This was exactly what I needed thank you. I hadn't even realized I was hitting shift when I pressed enter, I must have been doing it out of habit from other applications.

This distinction between a soft break (new line) and hard break (new paragraph) is a common source of confusion - life would be so much easier if one could turn on the non-printing characters! I am aware there are add-ons for this, but I woujld like it natively in GDocs.
