You can drag images wherever you like on the page in a Docs document, but you'll find that you have a little more control using the steps below:
 
How to Move an Image in Google Docs
  1. Click on the image and in the menu below it change the mode to Wrap Text 
  2. Use the scroll arrows on your keyboard to move the images into place
  3. Hold the Shift key down to move the images with the scroll arrows in smaller increments

But what if I don't have a scroll-key? How do I use touch-screen?
If you are using a mobile device, you can change the mode to wrap text and then drag the image where you want to move it. If you're using a computer, Docs currently isn't optimized for touch screens.
