I cannot delete a row in Google Docs

I cannot delete a row in a Google Docs file. I tried the following, none of which work:
  1. I right-click the row, but there is no Delete row option.
  2. Highlighting the row and pressing Delete on my PC keyboard
  3. Right-click on the row and press Delete
  4. Going to Edit in the ribbon and clicking Delete from there
  5. Going to Format in the ribbon, and clicking clear formatting
I tried googling a solution but cannot find anything that is like the issue I am having.
In the screenshot, the row I cannot delete is the one with the circle, separate from the table. When I right-click on one of the table rows (where the beige is covering the text) I do get the "Delete row" option, so I don't know if the row being separate has anything to do with the row locked from being deleted. I do not have the programmer knowledge to dig into the back-end aspect of this.

Can you try the following?
 
Put your cursor in the blank space between row #7, and the row you want to delete.
Hold down the <Shift> key and click in front of the "F" in " Finalizing", or even after the F.
Press the <Delete> key.
 
Does that work?
 
If necessary, correct the spacing, and add the "F" back.

I am curious... why did this particular fix work, and none of the typical ones such as highlighting the row and clicking Delete?

I'm glad I could help, and thanks for the feedback and recommendation.  Much appreciated by us volunteer contributors here on the forum!
 
I've had to go through the same process you were doing, and just came up with selecting the whole "table".
As to exactly why your other attempts didn't work, I think, but I'm just guessing, is that that one row by itself makes up a whole table, and you can't delete just the last row in a table.
 
If you look at the image you shared in your first post, even though there is no "Delete row" option, you'll see you have a "Delete table" option.  So placing your cursor anywhere in that last row would also allow you to select "Delete table" even though the <Delete> key doesn't do anything.
 
I should have suggested that, but didn't notice it!
