I'm trying to connect to the Internet from my tablet to TV. So far I've turned hotshot on but it's not recognising it from Google chromecast

Chromecast does not support a hotspot.
Chromecast requires Wi-fi and Internet connection per setup instructions

Yes you can, but a bit technical,  you need two devices with sim card in each and you set first device as your modem or internet source and cast from the second device using the first as your internet connection.

So you're saying I cannot use my data at 2 cast to my TV I have to have internet in the house

If only you have internet connection on your 1st phone,then turn hotspot on,now use wifi of your 1st phone ,on 2nd phone.
Connect your 2nd phone and Chromecast on same wifi
It is done.

Hi Randy, what you need is to set your telephones data as a wifi hot spot.
You also need a second device such as a tablet or another android telephone.
Connect the second device telephone or tablet to your hot spot. (By the way the tablet or second telephone doesnt need a sim card, simply needs to connect to the hot spot
Reset your Chromecast if needed, plug it in to the HDMI port, you can use a spare USB port to power the Chromecast or the plug supplied.
Switch on the tv and Chromecast,  if you haven't connected the other device it may connect with the Chromecast (check the wifi and see if its connected to the hot spot or chromecast if it's the later turn the Chromecast off so do the second device can connect with the hot spot before the Chromecast.
Swith the Chromecast  back on and it will find the hot.spot.Once the Chromecast has connected carry on setting up as normal, Dont forget Google home for further use and apps

Ps if you dont watch BBC and only watch streaming services with this set up you dont need a tv license in UK
