I'm looking at an HP Chromebook (14A G5) that was displaying the "Chrome OS is missing or damaged" notification at startup. I just attempted to use the Chromebook Recovery Utility but, while the recovery process looks to complete as intended, after removal of the USB drive the auto-reboot ends in the same "...missing or damaged" error screen. I've attempted to recover four times using two different brand USB sticks, alternating both between each of the two available USB ports. Am I looking at a software (recovery/installation) problem or could it possibly be a hardware issue?

Any suggestions would be greatly appreciated.

Power down the Chromebook.
Power it up.
When you see the "Chrome OS is missing or damaged" screen, press the tab key.
A screen full of diagnostic text will appear.
Take a clear picture of the text and post or share it here.
That will have information that will help us tell you what to do next.
 
Also include any information about what you were doing before the problem appeared. For example, were you in developer mode or trying to install an alternative operating system?
 
Is the Chromebook managed by a school or company?

Thanks for the very prompt reply Jim!

This comp was purchased by my sister exactly one year ago and incredibly she's used it for less than 2 hours. The other day I shamed her into using it and this error is what she encountered. She's not in the least computer savvy but is very cautious (as she is with her smart phone) so I very much doubt anything was intentionally downloaded (apps, extensions, add-ons, etc). I can advise I did note during the repair process there is a notification of caution that it is in developer mode. Due to the error locking the OS I could find no way to "space" it off.

EDIT #1 - I will add this edit -- I'm currently researching the 0x54 TPM error.

EDIT #2 - Also wanted to add that there is no data on this comp that requires saving so if I can fix this 0x54 error I have no qualms about performing a clean install. Unfortunately, I can fix just about any Windows problem but have no familiarity with Google's OS/platform.

EDIT #3 - Performed the cycling remedy with no luck. Turn comp on > wait 30 seconds > turn off for 1-2 seconds > turn comp on > wait 30 seconds, turn off for 1-2 seconds, etc. Made it to 35 cycles before giving up. Also attempted quicker cycling with no success.

Try this - it works to reset the EC chip (TPM security module) in many cases. Yes, it sounds weird, but this is the procedure built into the Chromebook's firmware. 
 
Power off your Chromebook completely (don;t just close the lid!), and unplug all USB drives and SD cards. Then:
  1. Power on the Chromebook.
  2. Leave on for at least 30 seconds. 
  3. Power off the Chromebook. Completely power off - don't just close the lid - hold down the power button until it shuts down.
Repeat steps 1-3, 20-25 times

The Chromebook might eventually reset itself properly.

Argh, I think we cross-posted. ;-)

EDIT #3 in my previous post (time stamped same time as your last post) outlines my previous attempt at using that slightly unorthodox method of reset. Unfortunately it didn't seem to work. I'll try it again (and possibly again & again). Hopefully my use of the Chromebook Recover Utility didn't negate this as an option.

Not to be mean to google and all but chromebooks suck if this does not work buy a macbook air
You can even get windows on it
 
Hayden, if you actually want to help other users with their ChromeOS problems, that is a totally inappropriate post. Take the time to learn about ChromeOS and Chromebooks, and build some REAL skills, before posting anything more.
