Can't link Pixel 7 pro and Chromebook, Google Play System to blame?

I have had a few fruitless support chats with the Google support team, despite their efforts the problem is not resolved.
I have a Chromebook (Acer spin 713) and Pixel 7 Pro which have been linked before. Recently they are not linked. I also have a work phone (Samsung A32). I used to have my personal Google account signed into all devices, I have since removed it from the work phone. 
I have tried to link the Chromebook and Pixel, but the Chromebook only offers to link the work phone, even after I have disconnected/forgotten it from the Chromebook, and signed out of the personal Google account on the work phone.
I have tried many things, including signing out of my Google account on the Pixel and signing in again; signing in / linking / cleanly unlinking the work phone to the chromebook before trying again to link it to the pixel. I have powerwashed the Chromebook several times, then on signing in to it, I am at first told that there are no eligible phones to link, and that play services has an error, then when play services is set up again, it only offers to link the work phone once more, despite me having removed every trace of that phone I can in my personal Google account.
I have checked play settings, library and devices, and made sure there is no mention there of the work phone. I have clicked off the option to show any older devices there. I checked Google find my device which at one time showed other devices. After my changes elsewhere it now only shows the Pixel 7 Pro (good).
I have tried rebooting all devices and rebooting the pixel in safe mode. No change.
I am at a loss how to get the phone linked to the chromebook, I would really like to use the features but it seems some setting or config somewhere, or some bit of data that google play services holds against my account is leading the software to only suggest linking to my work phone, which is bizarre as it is not referenced elsewhere in my google account. I know it worked before so I suspect it's not a hardware issue. It would probably link to my work phone but I definitely don't want that.
I have checked all devices are fully updated etc.
I don't really want to factory reset the Pixel as it has too many banking apps etc. that I would have to painfully set up again. That's probably the only think I think I haven't tried. 
I am not sure how this problem happened - did I rename a device or did it update and stop working? Should I wait for further updates?
Anyway if anyone has read this far and has any suggestions, please share.

Continuing to research and I found a fix!  For me, at least... hopefully for you too:
On your phone: uninstall Cross-device Services and re-update it (https://play.google.com/store/apps/details?id=com.google.ambient.streaming), then paste *#*#2884936#*#* in your phone's dialer.

For me, as soon as I pasted that code in the dialer (which forces a back-end sync) I got the notification on my Chromebook that Smartlock was enabled. I was then able to link my Pixel 7 Pro to the phone hub.

To be fair, I had heard about forcing a back-end sync before and tried it without success many times. The difference this time was the Cross-device Services re-install.

Brilliant ..finally fixed... BUT on my Pixel 8 Pro in the Apps list I couldn't "Uninstall"  Cross-Device Services I could only disable or force a stop...BUT if you got to the 3 dot menu top right of the same screen you can "Uninstall Updates".  Did that and it goes back to factory version 1.0.0 and then when I went back to Playstore it found the most current version and installed it ...and then when I opened my Chromebook it immediately said "Smartlock available" .... I didn't have to do the code in the dialler on my phone.

I had done all the previous enroll and sync stuff on phone and Chromebook with no success and had disabled/enabled the Cross-Device Services on my phone - didn't work... it was the "Uninstall Updates" that allowed my phone to fix itself!

This worked for me! I had a compound issue where my Chromebook initiated the setup with my old pixel and so the verify button was irrelevant. The fix was to sign out of that device and follow the steps to force sync with my new device (pixel 6a)  as mentioned above.

The link doesn't work on S22+, I get an answer that the object can't be found. 

Chrome OS 125 did not solve the problem.

you need to uninstall updates from play services, clean all data from it, than if you are using beta updates go back to standard one update and it should be fine at least only this fix worked for me

I logged this everywhere, but reading about the Cross Device Services uninstall and so on, I tried that and still to no avail.....For my Asus Chromebook Plus C 34, the attached may have something to do with it.....

Can someone explain where I can find Cross-Device Service on my phone? So I can uninstall and update it. I can only find the Google Services page in settings. It's in Dutch. So maybe the terms are translated differently,

I go to Settings > Google Services > Devices and Sharing > ?

Im also not able to find the app or service in Play Store. Again maybe a language problem.

When you go to settings. And search for cross devices . Add the account. I had the same problem with my phone. And this worked for me
