How to set Gallery App to open pdf by default? Or, how to add Gallery App to list of "open with"?

How to set Gallery App to open pdf by default? 
Or, how to add Gallery App to list of "open with"?
Only way I've found to use Gallery App is to launch and use it to open a pdf.

Tap with two fingers while it is open to pin/unpin.

Okay, I tested on my device and that is definitely the Android files app. Do you have a files app that looks like just a blue folder, without orange, red, and green on it?

Press the search/everything key(magnifying glass) and type files. Does it find two options?

Are you using an Android file viewer by any chance? Something about your screenshot looks off.

PDF's that you have downloaded localy should open in the gallery by default. Clicking PDFs online will open in Chrome. Is this not what you experience?

At the bottom right of your screen, click the time/clock.
At the top of the menu go to settings. 
 
In this window at the bottom left go to "About Chrome OS"
 
Now select "Additional details"
 
To the right of build details, you'll see a symbol that looks like two pieces of paper. Use that to copy build details to clipboard.

From the Files app, I click on a local pdf file and this is what I see. I would be happy if the Gallery App was listed under "Use a different app".

Yes. I think you're on it! 
Now, if I can just pin the Chrome Files icon to the bottom to replace the Android Files icon.

Thank you!
I've uninstalled the Android app and pinned the Gallery App icon in its place.
My "seat of the pants" process failed me here. 
"Read Everything Before Doing Anything" would have avoided this problem -- but there is just too much for this old man to read.
