I want to restore my microSD card to full capacity.

After formatting my microSD card, it's telling me I have 29.3 gigabytes of space when I know it's a 64GB card. When looking online, I find tutorials on how to fix this for Windows and Mac computers, but nothing for Chromebook. Can anyone tell me how I can get rid of this problem?

You could try using the Chromebook Recovery Utility to reformat your external storage as it removes any inadvertently-created partitions.

That sounds like your card was formatted FAT32 on Windows.
 
On Windows, format the drive as NTFS, which Chrome OS can both read and write.
On Linux, format the drive as ext4, which is the format used on a Chromebook's SSD.
On Chrome OS, format the drive as FAT32. Note that FAT32 limits individual files to 4GB.

I agree with Mike - this seems to be a PARTITION issue, not a FORMAT issue.
 
Use Recovery to "erase" the card. That will wipe all the partitions and create one single one. Then you can Format.

I used this, and it didn't really do anything. In fact, it made it worse! While it has shown me the files and whatnot that are taking up space, my computer won't let me delete any of them because it's "Read-only", and I don't know how to change it back! Even worse, I can't even ADD files to my microSD Card.

Your post is quite confusing. The Recovery extension cannot show you files that are on the card. I have serious doubts that you are using it correctly.
 
Are you using any sort of adapter or reader to connect the MicroSD card to your Chromebook? If so, please provide details.
 
To properly clean up drive, and eliminate any future problems, do this:
  1. Connect your charger to your Chromebook to be sure you don't run out of power.
  2. Plug in the card into your Chromebook.
  3. Remove any other USB drives or SD cards, for safety.
  4. Open the Recovery app.
  5. Click on the gear icon and select "Erase recovery media". It will only take a couple seconds.
  6. Close Recovery
  7. Open the Files app. You should see the external drive in the left column
  8. Right-click on it and select "Format". Depending on the version of ChromeOS you are running, you can select different formats.
  9. This step will take a while depending on the size of the drive.
  10. When you are finished, be sure to eject the card before unplugging.

If your card appears to be read-only, have you checked to make sure the read-protect switch on your card isn't enabled?
 
If your card isn't switched to read-only and it is not corrupt, a reformat using the Chromebook Recovery Utiiity WILL completely erase everything on the card if you follow Jim's checklist.
