Face recognition is not a feature on Chrome OS as of 2019.

When you see the box pop up to center your face for a photo, that would be face recognition!  Centering your face, for a photo!

FOOD FOR THOUGHT:  How might facial recognition be abused by a draconian law & policy society or state & violate your constitutional rights to privacy of 4th amendment, by using a 3rd party, where a police department is monitoring foot traffic from a central command using a city government to see who you are, which turns in to civil rights violations via government monitoring people thru city cams using IP tracking?  Sadly this currently exists in the city where I live!  They had a case that was tried, where some things people wrote on Facebook were admitted in to evidence, they were called in to court!  Several times the jurors were followed home, harassed & no one could figure out how they were being found so the case was eventually thrown out by the judge!  IP tracking is making a lot of things public, which corporate media is using IP tracking as their cookies & selling private intellectual property!  Writing something on social media is freedom of speech & first amendment rights, doesn't mean a crime has taken place!  Some of the songs people write on social media are pretty graphic, but will be taken out of context!

They might be using the new feature on chromebooks where you can unlock your laptop with your android phone and are just saying it's face recognition
