I have a Samsung Chromebook but all of a sudden when I tried to use it today it seems that the Battery Life is only going down (even while charging). It managed to make it's way up to 16% before going down. The icon in the bottom left is showing that it's charging but when I click it, it only shows the percentage of the Chromebook but a timer isn't shown indicating when it will be fully done charging or dead. Is there anyway to increase my battery life on here.

We have to figure out if you have a bad battery, or if something else is going on.
  • Open a Crosh Shell (ctrl+alt+t)
  • Type battery_test 0 then press enter. Copy/paste the output when you reply. 
  • Any battery_health near or below 80% indicates a damaged or failing battery.
Many users cause their batteries to fail prematurely by allowing them to go completely dead before recharging. Another cause of damage is heat - either from using or charging the Chromebook where it can't get proper ventilation (such as on a bed or soft surface), or leaving it in a car trunk.
 
Modern lithium batteries, like the one in your Chromebook, do not like being discharged completely. Each time that happens, damage is done, until it fails completely.
 
Also, they cannot be overcharged like old technology NiCad batteries. So, follow the approach that many of us experts take - keep your Chromebook plugged in all the time, unless you need to use it while mobile.
 
Batteries that test lower than 80% health are bad, and should be replaced. Or, simply use the Chromebook with the charger plugged in.

I opened up a Crosh Shell to check if it was discharging and it shows that it was on a 88.86% so I'm not sure if that's fine or bad. Although I moved my Chromebook and battery to a table wondering if that's fine.

Can you test it with a different charger. or test your charger on another Chromebook?

Maybe you have a low power charger.
Low power chargers don't work very well.
Also, refrain from using your chromebook too much.
