Navigate to the specific item to initiate the appeal.

To file or check the status of an account appeal:

Go to the Chrome Web Store Developer Dashboard.
Navigate to your Account / Profile page to initiate the appeal.

Note: If your publisher account is suspended, you must resolve or appeal your account suspension before filing item-level appeals.
