Open/display PDF in a new tab when click on a link

When I click on a link to a PDF in a web page a new tab is created, the URI for the PDF is shown in the location field, but a blank/grey screen is shown.

If I copy the URI to the location field in a tab I manually open the PDF is displayed.

I have the option to download PDFs turned off and am not using any extensions.

I am using Version 75.0.3770.100 (Official Build) (64-bit).

Same problem! Except for me, it also won't open in the new tab.

I'm having a problem opening pdf's in the Chrome browser as well. I can copy the same url into Firefox and it works fine. I checked and the pdf setting to download instead of load is off. This has been happening for several days.

Same problem for a few months. The PDF will populate a new tab but the tab will be empty. If I copy the URL from that tab into Safari or Foxfire the PDF's open without any issues. I have my download PDF option turned off.

I just updated Chrome to 80.0.3987.122, which was released today. Sadly, this problem still persists.
