Chrome is having red borders on various boxes

For some sites, it also colors some white places to red(see second page). The settings page also becomes strange. First I thougt it's caused by Honorlock extension, but removing it didn't fix the issue. I also tried restart my computer, clear all the data of chrome, uninstall and install chrome again. But it still looks like that. Can anyone help?

Apparently, it was a conflict with Quickheal Internet Security. I disabled it for good and the problem went away. I don't know if its a problem at Chrome's end or Quickheal's.

Hello ZHENGYANG LIU and welcome to the Google Chrome Community,
 
Please do try the following troubleshooting steps to see if they help you out. :)
  • Try incognito mode:
On your computer, open Chrome.
At the top right, click More   New Incognito Window.
A new window appears. In the top corner, check for the Incognito icon .
 
You can also use a keyboard shortcut to open an Incognito window:
Windows, Linux, or Chrome OS: Press Ctrl + Shift + n.
Mac: Press ⌘ + Shift + n.
 
  • Try disabling all your extensions:
Go to chrome://extensions or At the top right, click More  More tools ► Extensions.
There, disable all of them by toggling them off.
See if you still have the said issues. If not, it might be caused by one of your extensions. Try enabling them one by one to see which is the culprit.
 
  • Try resetting Chrome:
Try resetting chrome to see if it works. To reset chrome, take a look at this help article on How to reset chrome.
 
  • Try creating a new user profile to see if it works:
To create a new user profile, take a look at this help article on How to Share chrome with other users.
 
  • Try disabling hardware acceleration to see if it works.

    To do that, go to chrome://settings/system and toggle the second option under System that says 'Use Hardware acceleration when available'. See if it helps solve your issue.
     
  • Try doing a malware scan using Malwarebytes or any other better malware scanner and see if it works.

I did everything you said in your reply and the same red banners still appear. Do you have any other ideas on how to get rid of them? They're causing glitches .
