Hi,
Since I have bought this phone ( Xiaomi Poco F1 ), I am not able to enable any kind of permissions on Chrome, Be it is the camera, microphone, notifications, or any kind of permissions.
Whenever the pop-up appears which asks to Allow or Block the permission, another dialog appears saying that "Another app is displaying over Chrome", Even after disabling all the other app which could be displaying Over chrome, the error persists. Can you provide additional details of the app which might be troubling instead of ("Another app") for easier debugging?
Please let me know if there is any workaround for the same as well.

Same here. Just got the Note 20 ultra and same issues. Another app is displaying over chrome. So annoying.  Doesn't even tell you which app and no matter what you do it doesn't go away. So aggravated.

This shit is so stupid! It doesn't fucking tell me what app is supposedly doing it. I turned off permissions to draw over other apps for every app and it still happens. Ridiculous.

Same shit on my LG G7 android 8

Note 20 Ultra, same issue here. Worthless notification as it doesn't tell you "what" app is causing issue.

I'm getting the error too. Funny thing is that I think it is talking about the chrome notification that asking for notifications permission. It's giving an error about itself.

Same thing here on Xiaomi Mi 9. Does not allow me to give permissions to use camera or mic.

Same on my Pixel 2 with Android 10. Obviously, after all these complaints Google isn't interested in fixing it. So I just switch over to Firefox.

Yep, me too. Redmi 8 MIUI Global 11.0.1. Also am unable to select images from Chrome, multiple websites (m.facebook.com & m.outlook.com).
Edit: Restart initially seemed to resolve both issues - but only for a few seconds, until the "m.facebook.com wants to use your device's location" message appeared.

Xiaomi's"Quick Ball" feature causes this error while using the Chrome, after disabling it the problem fixed for me.

Some how, some way, at one point in Chrome > Site Settings > Location, I saw that m.facebook.com was Blocked. I manually changed it to Allowed. Since then, the message asking whether to allow m.facebook.com to use my device's location (the presumed-but-silly-if-true-culprit of "Another app is displaying over Chrome") does not appear.

Turn off location for everyone and then add exceptions as you need them.  I've had so many scummy websites try to plant location trackers on my phone.  Use Jay's suggestion above, but disable the setting instead of allowing it to ask.  Kill chrome and then restart it (very important) and then go through and revoke all websites you don't want to have permission to your location.

Solution : Disable Quick Ball in Additional Settings.

I tried lot of solutions but endup with failure.

I had enabled Touch ball / quick ball feature and icon used stay always on the screen to help me navigate.

this app was the culprit which had overlay feature enabled and wasn't easy to figure it out by browsing the active apps under the installed apps.

Mobile running under MIUI 10 with Android 6 for Redmi 3S Prime.
