CTRL + SHIFT shortcuts not working in Chrome

The shortcuts CTRL + SHIFT + N to open a new incognito window and CTRL + SHIFT + T to reopen the last closed tab have recently stopped working for me.

This is very annoying, and I haven't so far worked out why they do not work.

Oddly enough, CTRL + SHIFT + J to open the javascript pane works reliably.

I am running the current stable build of chrome, No. 74.0.3729.131 under windows 10 1803

I have tried disabling all extensions and restarting the browser with no effect.

I have tried resetting and reinstalling the program with no effect.

I can access incognito mode from the side menu.

Appears to be a browser issue, please advise.

I'm having a similar issue, but only with the shortcut CTRL + SHIFT + O (to open the Bookmarks Manager). I've also tried disabling all extensions and updating Chrome, to no effect. In fact, I have never been able to use this shortcut since starting to use this machine in August 2018.

I am running Chrome Version 75.0.3770.90 (Official Build) on Windows 10, version 1803.

I have the same issue, all keyboard shortcuts work, except for Ctrl+Shift+Del, which I use (sorry, USED) very frequently, as I need to clear cache/cookies often for developing/testing purposes. Started about two weeks ago, no change after update a few days back. It's driving me mad.

Edit: Version 77.0.3865.90 (Official Build) (32-bit), Chrome is managed by organization with following extensions installed:
Symantec Authentication Client Extension
  • Read and change all your data on the websites you visit
Symantec Extension
  • Read your browsing history
{My organization} SignOn
  • Read and change your data on all {organization}.com sites
Windows 10 Accounts

FIX: Go into chrome.  Load chrome://extensions.  Then from the hamburger menu choose keyboard shortcuts.  Just reset them for the extensions you want to map.

I have the same exact problem and nothing I try helps. I have seen advice to try and maximize the window, but that doesn't work, and I don't know what to do.

Do you have an open Opera browser?  That was the issue with me.  Closed Opera, then Ctrl-sht-Del worked to clear browsing history.

YOU GUYS I FOUND IT!! or rather this person did, i came back here to reply if it helps you...

it was keyboard shortcuts found in my Radeon graphics settings. i reset the shortcut there and now the bookmark manager works in Chrome. obviously this won't fix every keyboard shortcut you're having issues with but if you are trying to fix another shortcut it might also be mapped in some other program. hope this helps your hunt!

Bookmark manager? This discussion is about browser cache clearing :) I'm on a Mac and the ONLY time it works with the latest Chrome update is AFTER cookies are cleared which means once or twice. Open a few web pages, its DOA. I've sent lots of feedback to Google about this but obviously they don't care

Thank you Regan.  That was my problem, an open Opera.  I closed Opera and Ctrl-Shift-Del worked immediately to clear browsing history in Chrome.

SOLVED:
If your ctrl+shift+c key is not working then you probably need to change your Radeon keymap settings
ctrl+shift+c  to ctrl+shift+alt+c

it'll solve your problem.

@Mr PDx Your answer fixed it for me. Recently replaced my CPU/GPU with AMD and the Radeon software by default remaps several Ctrl+Shift+(letter) keybindings. Opened the Radeon software, went to settings, Hotkeys and unmapped all of the keybindings and all of my Chrome shortcuts are now working.
