I'm running Chrome version 73.0.3683.103 (Official Build) (64-bit) on a Dell desktop computer. All of a sudden it will not load Print Preview. I select Print and it will not complete this step - it just sits at Loading preview with 3 dancing dots. I'm reasonably computer literate (66 years old) but I can't figure out what is going on. Hoping others can help me.

I have exactly the same problem.  It just started happening yesterday.   Dell laptop, windows 10.  Any attempt to print from Chrome browser results in a print preview screen with the same "dancing" dots.  I had been successful printing before yesterday.

Same issue on Chrome 73.0.3683.103 and Windows 10.  I reset my browser to default settings, and cleared everything and no change.  When I inspect the print page in Chrome I see this error:

Same issue. Even tried a portable version of Chrome, but that stopped working too.

Use the System Printer Dialog by hitting these keys Ctrl + Shift + P,

I just experienced this issue at work for the past 2 days and Wouter's solution worked for us. For me, 'Enable' was already set, but I clicked 'Disable', then clicked 
'Enable' again, restarted Chrome, and presto! Problem fixed! Thanks @Wouter Gijbels https://support.google.com/chrome/thread/4092279?msgid=6245645
***UPDATE: The above fix proved to be temporary, but a new solution discovered is:
Go to Google, type in 'about:flags'>On the drop box for 'Enable Cloud Printer Handler', select DISABLED>Click 'RELAUNCH NOW' (this will restart Google)>This should fix the problem.
