Tried clearing cookies and browsing history.
Tried restarting PC.
Completed multiple Google "bot" checks.

I'm facing the same issue. This happens when I am working with 10-20 papers from a class and I want to export the citation. After searching for ~10 papers even though I am logged into the account google thinks I'm a robot and asks me to clear a captcha. I do that and search works as normal, however the export stops working and I have to wait for a day for it to work again. I haven't faced issues like this on researchgate. Given I'm logged in with a google account I've been using from over a decade it's a bit surprising google does this. Can google not block the export access, it's a huge hassle to wait for a day to start working again with citations?

Is there a support link for scholar? I searched for the help section in scholar and there was no guidance as to where I can direct this query.

I have the same issue, luckily I found someone who knew who to get around this problem...mostly... What you need to do save it to your google library (click the little star next to the cite option). You can then download the citation from there. Still sucks but better than what you had to do before.

I also think that clicking the star gives one a visual indication to proceed to next and therefore serves a purpose.

Same problem, thinks I am a robot, then I get the 403 error code when I try to move from GS to EndNoteX9....pissing me off.

same here. I am good before because using Bibtex, but for a recent report, which is on Word only, have to use Word and EndNoteX9 (as mentioned by others), the issue came out. Google think i am robot and cannot download the endnote citation file.

Save to star then download still not work for me
