I'm trying to troubleshoot how I resolve the error message "ERR_CONNECTION_REFUSED". I have encountered limited and confusing information so far.  If I'm doing this right, I have learned I need to Enable stricter security
Optionally, you can improve security by choosing stricter security features on the Administration > SSL Settings page in the Admin Console, as described in the following table.
Note that using any of these options requires the connector to be configured for security and to have server.secure=true in its configuration.

  I've followed these instructions;
  • Open Google Chrome.
  • Press Alt + f and click on settings.
  • Select the Show advanced settings option.
  • Scroll down to the Network section and click on Change proxy settings button.
  • Now go to the Advanced tab.
  • Scroll down to the Security category.
  • Now check the boxes for your TLS/SSL version

If I'm on the right track, when following these instructions there is no "Network section" in the menu after I open Settings - Advanced Tab there is no menu item "Network"

This is where I'm stuck, how do I resolve the error message "ERR_CONNECTION_REFUSED"
