After upgrading to 10.15.4, some sites and windows appear like the attached. I've only seen this behavior in Chrome, not other applications. I am actually filling out this form in Safari, because this site exhibits the behavior. Not all sites do though; most are fine. The Inspector window does it every time. It doesn't matter if I have an external monitor attached or not. This is on a MacBook Pro (16-inch, 2019), Chrome Version 80.0.3987.149 (Official Build) (64-bit).

Chiming in on Build 81.0.4044.92 with the same issue. I literally can not use some Gsuite features as they will trigger the issue.

For anyone following this issue still, disabling gpu acceleration fixes the issue, Looks like a corrupt driver issue, nodejs // chrome needs to address.

Thanks Lundin Matthews. This also seems to resolve the issue with the screen colors flickering sometimes in Chrome. Hopefully a fix comes to Chrome soon.

Same issue here.

I first saw this a few months ago, after buying a new Mac Book Pro. I'd never seen this type of glitch before on my Apple hardware, so it caught me off guard.

I'm a graphic designer, and currently looking for work, so it's extremely frustrating not being able to see the job listings on LinkedIn, Career Builder, and Zip Recruiter.

I'm not sure why it only seems to be an issue with those three websites in particular for me, and even still that it happens on three sites focusing on finding work, it's odd.

It come and goes, last time I saw it before today (yes, on Chrome) was maybe a month ago.
