Can no longer block cookies on Google Chrome on Windows.

There's a lot of help for cookies on Chrome on Google Support pages, but many of them are now wrong (or there's something wrong with my installation).  Most of the cookie instructions start with this:

  1. On your computer, open Chrome.
  2. At the top right, click More   Settings .
  3. Click Privacy and security  Cookies and other site data.

And this is how it used to work on my computers, but now "Cookies and other site data" is no longer in the "Privacy and security" menu.

I have two different PC's running Windows 10 Home Edition, both with same version of Chrome. I remember seeing & using that previously but it no longer exists in my menu (see attached image). 

Did Google remove it and not update their help files or do I have a bad installation. I looked in Windows Control Panel APPS menu to try and repair the Chrome installation but it told me the source file is not available on my PC.

Turn cookies on or off
To use your Google Account on a browser (like Chrome or Safari), turn on cookies if you haven't already.
Important: If you get a message that cookies are turned off, you need to turn them on to use your account.
Computer 
In Chrome
  1. On your computer, open Chrome.
  2. At the top right, click More Settings.
  3. Under "Privacy and security," click Site settings.
  4. Click Cookies and site data.
  5. From here, you can:
    • Turn on cookies: Next to "Blocked," turn on the switch.
    • Turn off cookies: Turn off Allow all cookies.
In other browsers
For instructions, check the support website for your browser.
Why cookies are helpful
Cookies are files created by sites you visit. They make your online experience easier by saving browsing information. With cookies, sites can:
  • Keep you signed in
  • Remember your site preferences
  • Give you locally relevant content

Fix problems
If you can't use your Google Account and get a message that cookies are turned off:
  1. Follow the steps above to turn on cookies.
  2. Try signing in again.
If you still get the error message, here are some possible solutions. Try each one, then try signing in.
This will block 3rd party cookies

Thanks for the reply but it doesn't help because...
THERE IS NO "Cookies and site data" LINK UNDER PRIVACY AND SECURITY OR ANYWHERE ELSE!!!
After searching for "cookies" in settings, the only settings I see for cookies are for "3rd Party Cookies" and for clearing cookies, cache and other data.  There's nothing to block or allow cookies any longer.
THAT'S THE ISSUE... COOKIE MANAGEMENT IS GONE (except for 3rd party).
My apologies for "YELLING" but it's just so frustrating when people tell me to go to menus or click on links that just don't exist. AND THE FACT THAT THERE IS NO SUPPORT OR ACKNOWLEDGEMENT FROM GOOGLE.

  2. At the top right, click More .
  3. Click Help Report an issue.
  4. Add details, including steps to help us recreate the issue you're experiencing.
  5. Choose if you want to include more information in your report, like a web address, your email address, or a screenshot.
  6. To submit the report, click Send.
  7. Also file a crbug report.
We appreciate your help! We probably won't be able to send you an individual response, but we'll investigate your report and use the information you provide to improve Google Chrome.

Many Google searches later I finally found a link to a Reddit page thread that had the answer.
It appears that Google has changed their settings so that when you want to block cookies from specific sites you're not blocking "cookies", you're blocking "site data".

So here's the answer:

  • In Chrome, open settings by clicking the 3 dots in upper right corner.
  • Click on Settings
  • On left side click on Privacy and security
  • Click on Site Settings (the very last link as of this posting)
  • Click on On-device site data (the very last link as of this posting)

You're now on the right page to block cookies but you won't see the word "cookies" on the page. This page looks the same as it used to but "cookies" as been replaced by the more generic term "site data" which includes cookies and possibly other site data (although there's no evidence of that so far).
So the option to "Allow sites to save data on your device" allows cookies.
The option to "Delete data sites have saved on your device when you close all windows" will delete cookies when you close all windows.
The option to "Don't allow sites to save data on your computer" will block all cookies.

Below that you have the option to block or allow cookies for specific web sites.

All of this appears to be as it was before but with the change from calling them "cookies" to calling it "site data".
Since Google's main source of income is from selling data and services derived from cookies they have a vested interest in making it harder to block them so that they can accumulate more data. I think that totally doing away with the ability to block cookies would result in severe backlash and a publicity nightmare so they elected to rename and bury that ability. 

Now that you understand what happened and how to get to the options to block and allow cookies via Chrome's menus, here's the URL to bypass the menus and get there directly: 

chrome://settings/content/siteData

After posting my previous reply I read that this may not apply to all users. One person posted that Google sometimes rolls out Chrome update tests or betas to users without notification or permission. I don't know if this change in the menu system and URL has been rolled out to everyone yet. If you have gotten this update then my last post shows the proper instructions.
