When I use Google Chrome the taskbar right-click menu no longer appears. I have tried reinstalling, changing the pinned shortcut to chrome.exe, nothing has worked. This began shortly after I updated to Windows 1903. Another Windows 1903 computer, however, does not have the issue. The attached photo shows what does appear.

Having the same problem after the 1903 windows update.  

The old fixes for this issue only seem to work for a few instances of opening chrome, then incognito disappears from the right click menu again.  These are the fixes I've tried:  
1)  Unpin the shortcut from the taskbar, then right click the chrome.exe file in the Chrome program files (x86) folder and pin to taskbar.  
2)  Delete the chrome user data folder and taskbar shortcut, open chrome and move the new desktop shortcut back to the taskbar.
3)  Turning ON windows SETTINGS>Personalization>Start>Show recently opened items in Jump Lists on Start or the Taskbar and in File Explorer Quick Access

None of those work for more than a few minutes.  Need a new solution.

I have the same issue and tried the same things.  It is in my Start menu and right-clicking there still works but not on taskbar.

A temporal remedy I have found is after opening chrome, right click chrome in start menu and pin it to taskbar.
This will create a second chrome icon on taskbar, with the jump list, that will stay there for as long as chrome is open.

I had the same problem after updating the windows 1903. I pinned Chrome to the start menu, unpinned it from the taskbar, then repinnedit it to the taskbar from the start menu. This solved the problem, and my right click jump menu is permanently back. Thank you all for giving me the clues to do this. Trish

Open chrome, then pin it to taskbar from start menu.
Don't you have 2 chrome icons on taskbar?
The new icon should stay there as long you do not close chrome, and you can use the list to open the shortcuts.
