Source of "This App is Blocked"

I'm trying to upload photos to a yearbook site via their Google Photos, but when I try to launch the app in Chrome, I get the warning pictured below. The yearbook publisher insists the problem is on my end, but I can not for the life of me determine a setting that would change this (I'm using a personal account not an enterprise account).

If an app or site doesn’t meet Google's security standards, Google might block anyone who’s trying to sign in to your account from it. Less secure apps can make it easier for hackers to get in to your account, so blocking sign-ins from these apps helps keep your account safe.
 
There is no setting for this. The app developer needs to fix their app to comply with Google's requirements.

Okay.  How do I get this overruled? I mean, it blocks Pinterest posts for crying out loud.  It is so frustrating? To whom do I speak to make my own grown-up decisions?
