First of all if you have installed any software recently and you can identify that the reason behind the issue is that software better you uninstall it under Control Panel --> Add or Remove Programs --> Uninstall.

If you can't identify try after disabling all browser extensions.
Type chrome://extensions/ on the address bar and hit enter to get the extension list.

For further explanation you can have a look at this help article: https://support.google.com/chrome/answer/2765944.
And here are some helpful instructions on how to keep your device clean : https://www.google.com/goodtoknow/online-safety/device/.

Click on the dashes on the browser toolbar at the top right corner.
Next select Settings.
Then in the “On start-up” section, choose the desired one:
  • Open a New Tab page: Opens a fresh new tab.
  • Continue where I left off: It opens those tabs which were left by you last time.
  • Open a specific page or set of pages: You can set your desired one here by clicking on Set Pages. You just have to provide the URL or web address (as an example: http://www.google.com/).
For more detailed information kindly consider the Official Help Article : https://support.google.com/chrome/answer/95421?hl=en.
And if still problem persists you can always reset your browser settings : https://support.google.com/chrome/answer/3296214?hl=en.
