The installer encountered error 0xc0000001

Google Chrome version: Standalone Version as of May 9th, 9:00am CST
Operating System: Windows XP Pro 64-bit Service Pack 2 (fully updated)
Error Message: The installer encountered error 0xc0000001.
 
I am unable to install the latest Google Chrome. Version 8 had been installed a long time ago but I removed it guessing it was causing the error in upgrading to the latest version. This error is the same error I'd received when attempting to use the normal update.
 
Both accounts I've tried installing it on have administrator access (one of them actually being Administrator).
 
Executing the installer from the command line yielded no information at all but I was able to extract the file within even though I couldn't do anything with them.
 
What's wrong or how do I figure out what's wrong?
