I can't access anything on login.live.com although the website is not down !?

So my problem is that I can't access outlook.com where I can see my all my e-mails ? It started two days ago.I can access all the other websites , all of them , but when it comes to accessing the outlook.com it says "This webpage is not available" ? 

I've ran the troubleshooter but could not find anything.My parents have one old laptop , I've wanted to know if I can access and somehow their's laptop accessed ? But when I try it on my laptop that doesn't work ? I've cleaned cookies , history , disk etc. plus I've ran full system scan with my antivirus , flushed DNS but still can't access the outlook.com or anything in login.live.com ? I don't see what cause that ? 

Can anyone please help me ? By the way I have windows 8.1 in my laptop and I can't access with Internet Explorer either ? I cleared my cache , cookies , and ran antivirus and restarted my laptop but still the same ?I also searched on google if anyone ever experienced something like this but could not find it ? 

3 days ago everything was fine , I've been connecting that website for about two years and this problem came out of nowhere ? I did nothing to cause that ! ? I need help please

Hello Jack,
Thank you for posting and welcome to Google Chrome Help Forum.

Disable your firewall,extensions and antivirus.Check out if the website is blocked by any host file.Try in Incognito Mode.Check your date and time.

thank you so much for you reply , I did incognito mode didn't work.I also tried to connect while firewall was off still nothing ?

I think the website is blocked by your system.Please check for that.

Has this been solved. I am experiencing the same issue.

I have disabled my antivirus and tried incognito mode. I can access it on my tablet and phone so the website is not down.
