This usually means your firewall or security program is blocking Chrome.

In my case, this error was cause because Chrome was running in Windows XP SP3 Compatibility Mode.
To fix, locate the shortcut pointing to Chrome (typically C:\Users\%username%\AppData\Local\Google\Chrome\Application\chrome.exe)
Right click. Choose Properties. Uncheck "Run this program in compatibility mode..."
My OS=Windows 7 64bit Home Premium
BTW, it got this way when I went to Win 7 Network and Sharing Center, clicking on Internet Icon. For some reason, Windows tested for and suggested this mode.

PS: Actually, compatibility mode was set when I went to Win 7 Network and Sharing Center, clicked on "See full map", and THEN clicked the Internet icon. I can reproduce it. Chrome is set as default browser. Clicking the icon starts the Program Compatibility wizard.

I can reproduce this problem in Windows 7 Ultimate. Chrome is set to default browser, all compatibility mode settings are OFF. Click on Internet in full map. Program Compatibility troubleshooter starts.

I have just created my account so I can say:Thank you Tweedletoo :D I downloaded google chrome last night about 5 times, and this error keeped coming up, I downloaded it this morning 2 times, and again error. You saved my computer from being crashed because I was really starting to get nervous, and I don't like the internet explorer :)

thanks I had compatibility mode on also because of windows trouble shooting and when I unchecked it started to work fine.

I also have this issue when opening an html file from my hard drive and Chrome 16 is the default browser. No issues while browsing the very same pages uploaded to my server. It's definitely annoying to have to use ie9 to view pages locally. In my case I'm not in 'compatibility mode' and what's mystifying is that this used to work just fine until Chrome upgraded to version 16.
 
Any help would be greatly appreciated.
