My Google Chrome is completely unresponsive

Chrome Version : 23.0.1271.97
Operating System : Windows 7
Extensions (type Chrome:extensions into your omnibox):
 
My Google chrome is completely unresponsive. Even the settings page doesn't come up. The page keeps loading for any URL I type in, until the "Page Unresponsive" popup comes up. Even if I try to kill the page, nothing happens. I have to manually end the process using Task Manager.
 
One observation - Every time I restart Chrome, I get a popup saying - "Your preferences can not be read. Some features may be unavailable and changes to preferences won't be saved".
 
Please help. This is my fav browser.

That usually means that deleting cache and data might be required, also if you have extensions disabling them to find out if one or more results in that error message is sometimes helpful. 

Restart the computer completely too.

I had already cleared my browsing data, but that didn't work. Just now I restored my sytem to an earlier point, and that seems to have solved all problems. Am able to use Chrome with no issues at all.

For Windows 7 - goto Control Panel -> Backup and Restore.
