How to fix "This site can’t be reached ERR_CONNECTION_RESET"

Hello, I've been getting a problem lately and can't fix it, I've tried all the things that all other forum sits have suggested, reinstalling network drivers, resetting chrome settings, clearing cache, restarting modem, excluding chrome from anti virus. Literally everything they've listed and I still can't get to some websites. Example I cant get to https://steam.design/ and my friends can. If anyone knows a fix other than ones I've listed and what others have listed, please do help. SCREENSHOT

I have discovered what is wrong now, It's not my Chrome or PC it's actually my internet.

So for any people that are looking for a fix to the ERR_CONNECTION_RESET then I'd suggest looking through some other threads and forums for the fix.

Could you please let me know if the issue persists on a different device? Do you face the issue on a particular website or across websites?

Meanwhile, please try the steps mentioned in this help article. Having done that, please give the below steps a try if the issue still persists:

Delete your cache and cookies.

Use incognito mode. If this helps then temporarily disable your extensions to identify which one is causing the rendering problem. To do this go to chrome://extensions and uncheck Enabled for each extension one by one.
Remove unwanted programs from Chrome.
Your profile account might have been corrupted. Try creating a new browser user profile and check if that makes a difference.
Reset your browser settings.
