That response has to do with UPDATER. We are not updating, we are doing our first install.

Error 3 is a failure to communicate with Google Update. There are two known reasons for this:
1. You're running Vista and you have configured Google Chrome to always run as administrator.
2. Google Update isn't registered properly.
Or you are on a corporate network and Google update still does not use your proxy settings or provide a way to enter them.
Why does a "standalone" installer need to phone home?
The following method works when all others seem to fail:
Temporarily disable your software firewall (eg. Norton Internet Security 2011, McAfee Internet Security, etc.). Since I use Norton Internet Security 2011, I simply right-click the tray icon, then click "Disable Snart Firewall" which brings up a dropdown to select how long I want to disable it. Hope this helps. :)
Probably your using the installer downloaded from Google
Try downloading off-line installer of Google Chrome
Download it at http://filehippo.com
