The good news is the old location is unclaimed. Reach out to Google support and request that the old listing be merged with the new listing.

I understand your frustration, we cannot escalate your issues at this time due to technical difficulties. Support has a severe backlog at the moment and we are looking at a suggested wait time of 3 - 4 weeks. While I understand this can be frustrating, please do not submit multiple support requests across different support channels as this slows down support for you and everyone else.

You can report your old listing in google maps by following the same. I have tried it by physically going to the place turning the GPS ON doing the edit in the maps. It will take some time to publish the edit in the maps.
Then if your new business location is available in the maps, claim it to GMB

Are you able to report the location as “permanently closed” from the “suggest an edit” option on the unclaimed Google My Business listing?

1. Make a search for your business via google search
2. When your Google My Business Listing populates suggest an edit
3. Mark the location as permanently closed

Hi,

You can Report duplicate locations on Google Maps :
  1. Open Google Maps.
  2. Find the location you want to report.
  3. Click Suggest an edit.
  4. Mark the location as "Place is permanently closed or has never existed."
  5. Select "Duplicate" as the reason.
  6. Click Submit.

Thanks for using the Google community.

Request ownership of a business listing

To request ownership of a storefront business from the current listing owner:
  1. Go to business.google.com/add
  2. Enter the name and address of your business, then select it from the search results.
  3. Click Continue. You'll see a message indicating that someone else verified the listing. Otherwise, you can claim and verify the listing yourself.
  4. Click Request access and fill out the form.
  5. Click Submit. The current listing owner will receive an email asking them to get in touch with you, and you’ll receive a confirmation email.
Service-area business listings
To request ownership of a service-area business from the current listing owner:
  1. Go to business.google.com/add
  2. Enter your business information.
  3. Click Continue.
  4. Complete the verification process. Verification by postcard takes a few days.
  5. Once verified, you'll see an "Owner conflict" dialog indicating that the location is a duplicate.
  6. Click Request access. The current listing owner will receive an email asking them to get in touch with you, and you’ll receive a confirmation email.

Then once you have ownership here's how to mark a location permanently closed

If you have only one listing
  1. Sign in to Google My Business.
  2. Click Info from the menu.
  3. Under “Close or remove this listing”, click Mark as permanently closed.
  4. In the dialog that appears, click OK.
The listing will now appear as permanently closed on Google Maps and Search.
If you're using the mobile app
  1. Open the Google My Business app.
  2. If you have multiple locations, go to the location that you want to mark permanently closed.
  3. Tap Profile.
  4. Scroll down and tap Mark as permanently closed.
  5. In the dialog that appears, tap Yes.
  6. Tap Save.
The location will now appear as permanently closed on Google Maps and Search.
Locations reported as closed
You might see a “Reported as permanently closed” notification if Google has updates indicating that a location has permanently closed.
To confirm:
  1. Click Reported as permanently closed.
  2. Click Confirm closed.
  3. Click Review to confirm the status.
The location will now appear as permanently closed on Google Maps and Search.
