Hi,
i had a similar problem last night -> endless loop after i skipped "profile change" screen.
My solution for this problem was to load again this "profile change" page -> enter my "Display Name" -> click "Continue to Blogger" .

It only works if you've used your Google+ profile so far, or if you haven't yet chosen a Display Name for your Blogger profile.

1. What is your blog URL?
2. Were you using a Google+ profile?
3. Are you trying to sign in as an administrator or as an author of the blog?
4. What troubleshooting steps have you tried? Have you tried a different browser, Incognito window, disabling extensions?
5. What happens exactly when you sign in to Blogger
6. Are you having trouble signing in to any other Google products like Gmail, Drive or YouTube?

First method: I did what you mentioned. “Try signing out of Google completely or using an
Incognito or Private Browsing window to sign in”
I signed out of google, used incognito to login into
blogspot.com, the following page came.
I clicked “sign in” in above page and entered my gmail credentials
which took me to the following page.
You suggested- “Also once you sign in to Blogger, make sure
you click your current blog name at top left to see all your blogs”. Here in above page when I click my name (H
SYMBOL) on top right, as usual that “sign out” or “add account” option comes. When
I click on top left “Blogger”, the same page repeats.
Second method: “If that does not work, enter your blogspot.com URL here: http://www.blogger.com/forgot.g” But,
this takes me to account recovery page which I don’t want to do as I have
active account whose id and password I am aware of.
The following is my blog
which I accessed by directly entering the url – “http://hemi-innout.blogspot.com/”. However, I could only see as a viewer and there
are no provision to view it and edit as author. (I am the only owner of the
blog, it is not a shared account.)
IS THERE ANY OTHER WAY OUT
TO ACCESS MY BLOGS AS AUTHOR?

Hema Latha: from the screenshots you posted for First Method" you are signed into a Google account with a Blogger account that has no blogs.
Please try the second method again:
If that does not work, enter your blogspot.com URL here: http://www.blogger.com/forgot.g”
Note the email address that the recovery message is sent to. That is the email you need to use to sign in to Blogger. (Check to see if the Blogger email is being forwarded from a different email address too)

Since the Catalina update, the looping problem has now started on my computers, and I can't comment or sign into my blog.

which lead me to the following page.
Now, even after this, I do
not see any difference. When I go to blogger after entering gmail or vice versa, it say the same –“create new
blog”.

If you did not receive the Blogger account recovery email, you need to find which Gmail account received it, then sign in with that email.

Yes I have received a account recovery mail. checked its header, it came from google only and not from any of my other emails. Even after that also, nothing changed in regards to blogs.

Hema Latha: can you find the email from Blogger after submimtting http://www.blogger.com/forgot.g? That is what would confirm you are signing in to the correct account.
