Here's what you can do..
1. Highlight the texts you want to change color or background
2. While highlighted, hover your mouse at an input field, in this case the place to put the Title for post/pages, then left click.
3. Once the cursor blinks at the Title field, then click the text color selector tool to pick the colors.

Let me know if this works for you.
In the meanwhile @Daniel had already submitted this issue/report to Blogger Team, no news yet, hopefully fixes would be pushed quickly.

- Can't add colour to text
- Can't resize images
- Can't change font size
- Inserting a hyperlink for highlighted text duplicates that text.
The problem appears (to me, at least) to be connected to current, at time of this update, browsers based on Chromium 125: I have tested with Chrome, my usual browser and Microsoft's Edge. chromiumchecker.com informs me that both are using Chromium 125. For me, Opera doesn't have these problems. Although Opera is also Chromium-based, the vision I am running (110.0.5130.64), based on Chromium version 124 according to chromiumchecker.com. I have not tested with any other browsers.
A workaround is described for the text colour issue and, as far as I can see, using a non-Chromium-based browser is suggested for the other issues although, as noted above, Opera based on Chromium version 124 works for me.
@Daniel Abdel has reported these problems and has kindly said that he will update when fixes are available.
Clearly, this post duplicates lots of the content of the thread but I hope that it helps people to have what I have found consolidated into one place. Thread content will undoubtably update and I will have missed something, for which I apologise.

It doesn't sound as though this was a fix on Blogger's end, because that would have applied everywhere all at once.

It is likely the click action/trigger issues with the editor UI, somehow Chrome or web browser updates may have broke them.

Some of my blog readers could use this 'trick', only a few couldn't. Could not pin point what xould be the problem.
This all happened with the devices using the newest Chrome app updates. Luckily it is still usable on mobile devices -- for now.

It's a trial & error thing, from my observation, the UI may have been broken due to the recent Chrome/browser updates. Changes on how the browser reacts/handles on click, on select, on highlight & on focus actions.
The color picker could not assign the colors because the highlighted texts was de-focused, as soon as we click the color picker button.
Similar with adding url, the UI could not find the texts to assign, as it was de-focused, so it duplicates them.
By using the workaround, allows the highlighted texts to stay selected while we select the colors to assign using the color picker. By right, It should work when assigning url for texts too...
Just my 2 cents ;) based on my observation.

A bit tedious and extra work, at least it works for now. We do not know how long permanent fixes (if any) will be pushed anyways ;(

The idea here is to prevent the UI from de-selecting the highlighted texts, in post editor, before clicking the color select buttons.

Glad to know @rekarp & thanks for informing!
Unfortunately this could not be a fix, only a workaround for the time being.
Hoping the Team could make the fixes/updates soon...

Hi, @irsah thanks for the workaround it worked for me.

It was just common sense you've found the thread & workaround, at least someone like you can find them and it really helped.

Thank you for the Upvote as it does help others searching for these similar issues with text highlighting.
It's been a generic issue, detected possible due to browser changes/updates, where Product Experts already had escalated to the Blogger Team, in detail (thanks to @Daniel Abel) & letting them know -- for the past weeks or so.
The answers to the these Blogger issue is simple, (1) the Issue has been addressed/escalated to Blogger Team, (2) we're waiting for any updates by them, (3) and if anyone still wants to use the browser + editor, use the workaround if needed.
Not sure what other answers needed, as the UI is (possibly) broken, outside of anyone's reach -- other then the Blogger Engineering team, to help/make fixes.
Blogger is a free service, can't expect much, we can't act like we've paid a premium to use this platform either.
It's just finding the right balance to make sure we can work with these unforseen conditions, ease our content creation workflow, hopefully for not too long.

This is just temporary as we wait for any updates or reaolution by the Team.
Your comments does show that this thread can be easily reachable, helped and not useless. It's a bit funny where some think, it is the opposite.

A bit of a nuissance with these issues, at least with workaround like this, will ease user's workflow -- for now.
Glad you've found this, noted the resolution of the issue and we hope it will be fixed by the Team in this short future.

P/S: I 've also documented this workaround at this blog post, hoping it should help others, searching for them.

Glad the workaround helped you, this does show how Google help forums were informative, quick to find answers and not "useless", like claimed by a small handful of user.
