[Problem Rollup] Google+ Comments / Comment Form / Comment Link Caption Not Displaying

We have reports from various blog owners that Google+ Comments are not working on their blogs.

The reports mention loss of several different commenting components, observed by the various blog owners, when viewing their blogs.
  • The comment count link caption, on the index pages.
  • The comment display, on the comment pages / post pages.
  • The comment form, on the comment pages / post pages.

If you are the owner of a blog that uses Google+ Comments, and you have noted inability for you, or others, to comment / see comments on your blog, will you please provide details.  See linked articles, below, for details.

Have you tried refreshing the posts template? --> no. How do I do that?
What anti-malware / anti-virus protection do you use, on your computer? --> not sure, am at work.
What operating system do you use, on your computer? --> Win7
What, specifically, is missing, from your blog?
--> all 3 components are missing.

The whole comment form is missing - all three components.
I tried refreshing - didn't work.
I can't even get the comment area in settings to display.

What browsers have you used, and observed the problem? Firefox for Android, Android Default browser (both set to desktop version). If I look at the mobile version, it seems to be unaffected.
 
Have you tried refreshing the posts template? No
 
What anti-malware / anti-virus protection do you use, on your computer? McAfee
 
What operating system do you use, on your computer? Windows
 
What, specifically, is missing, from your blog?
The caption / link on the main page? Yes
The comment form? Yes

I am using Google+ comments embedded
I have tried all browsers available to me - IE and Firefox - I do not have Chrome
I did try refreshing template - backed up, returned to default, recustomized
I use Norton 360 antivirus and Malware Bytes - have had no problem until this morning
I'm on Window7 64 bit
Link to comments is missing, comment form and previous comments are all missing.
I have until now seen all comments including my own when my blog automatically posts to Google+ or if I repost on G+ to a different community.
 
I will appreciate any help. I tried to follow another instruction to edit HTML in a particular way but was unable to find the code described.

What, specifically, is missing, from your blog? Access to settings to change comments & the whole comment area.
The caption / link on the main page? gone
The comment form? The whole form is missing
The comments displayed (note even you, the blog owner, should not expect to see all comments!)? Absolutely none

OK, the problem has been escalated, Stage 1.

But comment form appears Via mobile but doesn't appear on Ipad and desktop.
