Google treats policy violations very seriously in order to protect users, publishers, and advertisers who make up our advertising ecosystem.
According to the Authorized Buyers Program Guidelines, buyers are disallowed from using bid request data on non-winning impressions to inform other bid decisions. Buyers who receive large numbers of queries per second but spend very little may be suspended in violation of this policy.
If you have been notified that your account is at risk of suspension based on this criteria, you must decrease your account’s queries per second (QPS) or increase spending to prevent your account from being suspended.
