Ever since I updated to Android 11 I have been having an issue with Assistant. Whenever I ask it most questions it will show the results on screen, but will not say anything aloud. This is despite me setting the speech output to "Full" in settings.

Additionally, while the above is the case for most questions, it seems certain questions and statements will give a voiced response ("Beam me up Scotty" "Hello," and "Test.") while the majority of queries will give no audio response and merely show the results on screen ("What's the weather tomorrow?" "Who's the President of the United States," etc.). I think the former responses are built into the Assistant while the later require the Assistant to pull from the Internet, though l'm not certain.

Finally, it seems this issue only occurs on my phone's (Pixel 4a) speakers. If connect my bluetooth or wired headphones, I can hear the Assistant's voice perfectly in all cases. Bizarre!

Try each of the following steps before moving on to the next to see if your Google Assistant issue is resolved:
 
If your Android phone isn't responding when you ask Hey, Google , go to https://support.google.com/assistant/answer/7283669?hl=en&ref_topic=7172845
 
Open Android Settings > Apps > Google (G) app > Permissions > turn ON every choice provided.
 
On your Android phone open Google Assistant app > mini compass icon on the right side of screen > Explore > tap on your Google account icon > Settings > select Assistant tab > Assistant devices - tap on your device (phone) > enable all selections > disable the first choice for a few seconds and enable again.
 
Turn your Android device OFF and back ON.
 
Try clearing the Google (G) app Cache. Important: Settings can vary by phone. For more info, contact your device manufacturer. Clearing cache can free up needed space by removing temporary files. This is a short-term solution. Over time, cache will build up again.
  1. Open your phone's Settings app.
  2. Tap Apps & notifications.
  3. Tap the Google (G) app. If you don't see it, first tap See all apps or App info.
  4. Tap Storage & cache  Clear cache.
Turn ON personal results
Check to see if all of your installed apps on Google Play automatically update at https://support.google.com/googleplay/answer/113412?hl=en
 
Is your Android operating system updated? Open Android Settings > System (or About Phone) > Advanced > System Update > Check for update. If device updates, restart phone when update is complete.

Check to see if your Android phone has your home address entered at https://support.google.com/assistant/answer/7394009?co=GENIE.Platform%3DAndroid&hl=en
 
Open Google Play Store > search for Google (G) app > open app > Uninstall > OK > Update > wait for update to install > Restart phone

I am having this issue as well. A little more information after some troubleshooting;

I performed a factory reset, and while all of my apps were being reinstalled and updated, assistant seemed to work as normal over bluetooth..I could hear her voice and everything she was saying was coming over audio. However, once my phone was fully set up and all apps updated, the problem came back again.

This tells me it is an issue with the latest versions of the Google app possibly.

There are plenty more people with this issue. 
I've been hunting in all corners of the internet for a solution. 
I must be a bad hunter.
