Bluetooth voice dial with device locked (Pixel 4a 5G)

I'm having trouble using Assistant to make calls with a Bluetooth headset when my phone (Pixel 4a 5G, two days old and fully up-to-date) is in 'standby' (screen off/locked).
When I press and hold the button on my headset to voice dial, I hear the Assistant chime prompt, and I say "call <name>"; Assistant responds "OK, but first you'll have to unlock your device" - of course in this case I might as well have dialled by hand.
I found a setting in Assistant which seems like it should allow voice dialling by Bluetooth; it was already enabled but I toggled it off and on just in case, but there's no difference.

EDIT: My previous phone, a Google/LG Nexus 5X (with its final Android 8.1.0 firmware and auto-update enabled for apps) worked as expected. 'OK Google' was disabled (as on my Pixel) but voice dialling using the button on my headset worked without having to unlock the device.
P.S. I did see another thread about this issue, which said it was resolved in software last August, but since then others had replied describing the same problem, and then the thread is closed to replies.
