I have a new Samsung S10+ and can no longer use voice to command the Google Assist.
I always get the message "When it's safe first tap the notification then you can use the google assistant while driving".
It used to work on my Samsung S7.
I have tried Updating Android Auto.
Installed the Phone screen version (Same Problem)
Deleted Cache and data of Android Auto and Google
Checked all permissions are ON
Deleted voice profile and re-trained it.
In Android-auto Settings / OK Google detection is on, and While Driving is ON.
Disabled Bixby

Issues with voice command:
Error message: if available  
=> "When it's safe first tap the notification then you can use the google assistant while driving".
Are you using Android Auto on your phone screen or car’s display?
=> The error comes on Both versions of Android Auto
Does the issue occur outside of Android Auto app?
=> NO. If Android aut is not running then I can say OK Google and ask for the weather and it works correctly.
Car / head unit make & model: if you use Android Auto on your car display
=> Skoda Superb, Bolero radio, (Not important as it also doesn't work on the Phone Screen version)
Phone make & model:
=> Samsung Galaxy S10+
Android OS version:
=> 10
Kernel 4.14.1113-17369399
Google app version: (Settings > Apps (or Apps & notifications > App info) > Google)
4.9.594934-release
What did you say to Google? How was it recognized by Google? (You can check https://myactivity.google.com/myactivity)
I get the sam error if I
Say "Hey Google"
Say "OK Google"
Press the Microphone on the screen.

I have the exact same issue and also have the S10. The voice command worked prior to last update for me. It's very frustrating because the whole purpose is to use voice commands as a safer option than looking at your phone while driving but now I can only pick up a call, I can't make a call without getting my phone, exiting the app and then going in my contacts (or just unplugging my phone). Before the update, I could push my car's voice command button and ask for directions somewhere, make calls, etc. Now, nothing but "when it's safe....". And that message plays as long as phone is plugged in, whether I am driving or stopped.

I can not use my google assistant while driving. It tells me  when it's safe i can push the notification to use google assistant while driving. I have no notifications and I've tried eveything and nothing. Please help very frustrating.  I had a Note 10 plus. I have reset everything and still nothing.

I have the same problem. Started after I updated to Android 10, Nokia7.1/ Ford Ranger.
Android Auto works, except voice activation.
i.e. press steering wheel button and say a command.
I can't work out what's wrong, settings seem ok.

also, I cannot set the Assistant to work while driving, the slide button is greyed out and unresponsive.

also, the Maps nav volume is now quite low compared to the audio & I can't adjust it.

I achieved success as follows:

Open Android Auto on phone.
Open "Settings"
Open "OK Google" detection.
"Access with Voice match" - OFF
"While driving" - ON

I hope this helps.

Same issue.   Have tried different "Hey Google" combinations, including Ben Baird's solution, with no success.

My phone is an S9

I got this same issue for weeks.

Phone: Samsung Galaxy S8 with Android 9 Updated to G950USQS7DTA3 from G950USSQU7DSL3 on Jan 24, 2020
Headset 1: Samsung U Flex (with Samsung Level)
Headset 2: Samsung S8 Provided AKG Wired Earbuds
Headset 3: iPhone 8S Provided Wired Earbuds
Vehicle: Dodge Challenger 2014 (with Bluetooth Audio from factory)

Regardless of a wired, wireless or other type of interactive device such as a car I had the same issue as above saying "When it's safe..." and no notification relating to the message comes up at all in the phone notifications or alerts.  I even tried a re-pairing of the headset and it was still giving the issue.

I got this fixed by doing something I feel should have been completely unnecessary.

Install Google's Android Auto from the Play Store.
Go through the basic setup.
Once that is done, exit the app.

All should be back to working order again.

The new update apparently requires Android Auto to be installed to access and use Hands-Free functions.  Which were available to my devices before the update as I have never had Android Auto installed before today.

I will also say I have noticed over this last update, even though my car and headsets would allow me to answer calls and be used as an audio output and media control (Pause, Play, Skip) device, I have noticed a massive lag in the car and headset saying the contact name of the person who would be calling me as well as even playing audio from services like Youtube and Pandora.  There have been times where the lag on the Caller ID Naming would happen and would not allow me to answer the call in time and the other person would hang up.  Could be an issue with the car in some respect, but this only started happening on this last update.
