Hi Brenda,
You can use Google's Find my Device to track your device's location. However, if the phone has been turned off or even the location services have been turned off, this won't work.
To track the IMEI, you have to get in touch with Law Enforcement Agencies in your country. They will be able to track as well as blacklist the IMEI of your lost phone.

Adding to the excellent help from @Nikhil, you can find the IMEI number for your lost device, just in case you have not noted it already.
All you have to do is type : Find my device ( in Google search and be logged in with the email account you are signed in on your lost device. )
