Google offers two types of accounts for Android Developer Console: Organization and Personal. Organization and Personal accounts have access to the same functionality but the account choice changes the types of verification you are required to perform.
Organization account
Choose an organization account if you’re creating an account for an organization or business. For example, if you're engaged in commercial, industrial, professional, or governmental activities.
To create a developer account for an organization, you must have a D-U-N-S number. This is a mandatory requirement when providing developer account information for your organization or business, and is used by Google to verify your identity. It is free to obtain a D-U-N-S number. Learn more
Governments and government agencies can contact Google to request to create their developer account without requiring a D-U-N-S number.
Personal account
Choose a personal account if your account is for personal use. For example, if you’re a student, hobbyist or amateur developer. You should choose this option if you don't currently have or represent an organization or business.
