Deciding between limited distribution and full distribution is one of the first choices you'll make when creating your Android Developer Console account. The choice depends on your goals as a developer.
You can't change your plan once your Android Developer Console account has been created. If you need to change plans in the future, you'll need to create a new account and transfer your package names.
Full distribution
If you plan to publish apps for a wide audience, full distribution is required. The one-time $25 USD registration fee allows you to publish to certified Android devices, providing full unlimited distribution for your apps.
Limited distribution (coming August 2026)
Limited distribution is the perfect starting point if you want to create apps for yourself, or for a closed group of trusted connections. There is no registration fee, making it an accessible way to begin your journey into Android app development. With a limited distribution plan, you can distribute your apps to users on 20 devices. If you would like to distribute to more than 20 devices, sign up for full distribution.

We are offering an early preview of the limited distribution experience to a small number of developers. You can sign up for early access, which is expected to begin in June 2026.
