To better protect users from the spread of malware and scams, we are adding another layer of security called developer verification. These new protections will require verified developers to register apps that they want to distribute to certified Android devices. Think of it like an ID check at the airport, which confirms a traveler's identity but is separate from the security screening of their bags; we will be confirming who the developer is, not reviewing the content of their app or where it came from.
Starting September 30, 2026, these new developer verification protections will go live for users in Brazil, Indonesia, Singapore, and Thailand. To support the introduction of developer verification in these four countries, the system will start by verifying app installations from the following app stores:
- Google (Google Play)
- Honor (HONOR App Market)
- OPlus (OPPO App Market)
- Samsung (Galaxy Store)
- Transsion (Palm Store)
- vivo (V-Appstore)
- Xiaomi (GetApps)
Following this initial phase with our partners, we will expand these protections globally in 2027 for all apps distributed to certified Android devices.
Here are some key dates:
| November 2025 | Developers who registered for early access were invited to complete verification for any apps that they distribute outside of Play. |
| March 2026 | The full Android Developer Console experience became available to all developers. |
| September 2026 | Apps must be registered by verified developers in order to be installed from selected app stores to certified Android devices in Brazil, Indonesia, Singapore, and Thailand. |

What is a limited distribution account?
Limited distribution is ideal for students, hobbyists, or users who want to create apps for a closed group of trusted connections. There is no registration fee, and users can distribute an unlimited number of apps to up to 20 devices without needing to provide a government ID.

The $25 fee for the Full Distribution account in the ADC helps cover administrative costs. We are actively working to support multiple forms of payment to accommodate developers globally and will have more details when the console launches. There is no fee for developers who qualify for a limited distribution account.
